Taxing Multinational Business in Lower-Income Countries: Economics, Politics and Social Responsibility

These countries, however, face a dilemma in seeking to tax the income of multinational companies operating within their borders. On the one hand, because lower-income countries face substantial limitations on their ability to raise revenue from broad-based taxes like personal income tax and value added tax, corporate taxes represent a large potential source of additional revenue. On the other hand, governments of lower-income countries often perceive international competition for investment as limiting their ability to levy taxes on multinationals.This book seeks to explore this dilemma and to recommend policy measures that might enable lower-income countries to increase revenue from corporate tax in a world that is likely to remain characterised by tax competition. The book seeks to shed light on the complicated historical, economic and political roots of today’s global corporate tax system – roots that have produced tax laws that all countries, but especially developing countries with resource constrained tax administrations, have difficulty administering effectively. The book concludes by offering: (i) specific policy initiatives for governments to consider, and (ii) observations concerning the social responsibility faced by multinational companies, the governments of countries at all levels of economic development, and international organisations like the OECD and United Nations, in addressing the pressing revenue needs of lower-income countries.About the author: Michael C. Durst is a long-time tax practitioner, an author on international taxation and developing countries, a former government official and law professor, and a senior fellow at the ICTD. Paths to the Emerging State in Asia and Africa (Emerging-Economy State and International Policy Studies)

This book is open access under a CC BY-NC-ND license. This book addresses the issue of how a country, which was incorporated into the world economy as a periphery, could make a transition to the emerging state, capable of undertaking the task of economic development and industrialization. It offers historical and contemporary case studies of transition, as well as the international background under which such a transition was successfully made (or delayed), by combining the approaches of economic history and development economics. Its aim is to identify relevant historical contexts, that is, the ‘initial conditions’ and internal and external forces which governed the transition. It also aims to understand what current low-income developing countries require for their transition. Three economic driving forces for the transition are identified. They are: (1) labor-intensive industrialization, which offers ample employment opportunities for labor force; (2) international trade, which facilitates efficient international division of labor; and (3) agricultural development, which improves food security by increasing supply of staple foods. The book presents a bold account of each driver for the transition.

This open access book analyses the strategies of migration intermediaries from the public and private sectors in Switzerland to select, attract, and retain highly skilled migrants who represent value to them. It reveals how state and economic actors define “wanted immigrants” and provide them with privileged access to the Swiss territory and labour market. The analysis draws on an ethnographic study conducted in the French-speaking Lake Geneva area and the German-speaking northwestern region of Switzerland between 2014 and 2018. It shows how institutional actors influence which resources are available to different groups of newcomers by defining and dividing migrants according to constructed social categories that correlate with specific status and privileges. This research thus shifts the focus from an approach that takes the category of highly skilled migrant for granted to one that regards context as crucial for structuring migrants’ characteristics, trajectories, and experiences. Beyond consideration of professional qualifications, the ways decision-makers perceive candidates and shape their resource environments are crucial for constructing them as skilled or unskilled, wanted or unwanted, welcome or unwelcome.

A Fair Share of Tax: A Fiscal Anthropology of Contemporary Sweden

This book is open access under a CC BY 4.0 license.This book takes a taxpayer's perspective on the relations taxation creates between people and their state. Björklund Larsen proposes that in order to understand tax compliance and cheating, we have to look beyond law, psychological experiments and surveys to also include tax collectors and taxpayers' practices. The text explores the view of taxes seen as citizen’s explicit economic relation to the state and implicit economic relation to all other compatriots. Björklund Larsen directs our gaze onto the concept of reciprocity, which is often proposed as an explanation in tax compliance research, and explores its diverse meanings and implications ethnographically. The empirical cases are based on ethnography from two opposing tax practices in Sweden. Firstly, from a study of analysts, auditors, legal experts and managers at the Swedish Tax Agency and how they, quite successfully, strive for legitimacy in their tax collecting activities. Secondly, from fieldwork among a group of middle-aged Swedes and how they justify their purchasing work off the books – essentially tax-cheating practices. Sweden is a modern welfare society with citizens holding rational and secular values, yet trusting their government and fellow citizens. Sweden also has a high tax burden that is collected by one of its most revered governmental agencies – the Swedish Tax Agency - making it an interesting case studying tax compliance.

This doubt, together with the progress of democratization, has prompted policymakers to discover when and how economic policies should deviate from laissez faire, what prevents political leaders and state institutions from being captured by vested interests, and what induce them to drive economic development. This book offers both historical and contemporary case studies from Japan, South Korea, Taiwan, Singapore, Indonesia, Malaysia, Myanmar, Ethiopia, Kenya, and Rwanda. They illustrate how institutions are designed to be developmental, how political coalitions are formed to be growth-oriented, and how technocratic agencies are embedded in a network of business organizations as a part of their efforts for state building.
