During the stormy election year of 1992, the state of America's environment and natural resources entered the national politics of the country as seldom before—despite a universal preoccupation with the lingering economic recession. Environmental gains (such as improved air quality in some cities) and persistent problems (such as the continuing degradation of U.S. wetlands, fisheries and the atmospheric ozone layer) often took center stage in the political debate. The U.S. electorate, besieged by economic worries, was wooed all year by widely divergent views of the relationship between the economy and environmental protection. President Bush, who said in 1988 that he wanted to be the environmental president and that he would counter the greenhouse effect with "the White House effect. " in 1992 ran his administration and his campaign on the premise that the country must choose between economics and ecology and in a recession must sacrifice the environment. In the final year of his four-year term, Bush announced his intention to make massive changes to the Endangered Species Act in order, he said, to save jobs for loggers of ancient forests; proposed regulations lifting restrictions of the Clean Air Act in order to make life easier for industries; and undercut an emerging international consensus on the need to reduce emissions of greenhouse-gases in order to avoid costs he deemed unacceptable to American business. His principal challenger, Bill Clinton, sought the White House on an environmental record as governor of Arkansas that could best be described as spotty. But on April 22, Clinton defined a fundamental difference between himself and President Bush when he declared, "Over the years I've learned something.... you can't have healthy economy without a healthy environment, and you don't have to sacrifice environmental protection to get economic growth." The issue of environmental protection was as sharply drawn as it has ever been in a U.S. presidential contest. Confused by contrasting claims, Americans moved in 1992 toward a crucial decision about the environment, and prepared to make it in the voting booth. The following title recounts many of the key events of the past year which helped form the backdrop for that decision.
