A Fair Share of Tax: A Fiscal Anthropology of Contemporary Sweden

by Lotta Björklund Larsen

This book is open access under a CC BY 4.0 license. This book takes a taxpayer's perspective on the relations taxation creates between people and their state. Björklund Larsen proposes that in order to understand tax compliance and cheating, we have to look beyond law, psychological experiments and surveys to also include tax collectors and taxpayers' practices. The text explores the view of taxes seen as citizen’s explicit economic relation to the state and implicit economic relation to all other compatriots. Björklund Larsen directs our gaze onto the concept of reciprocity, which is often proposed as an explanation in tax compliance research, and explores its diverse meanings and implications ethnographically. The empirical cases are based on ethnography from two opposing tax practices in Sweden. Firstly, from a study of analysts, auditors, legal experts and managers at the Swedish Tax Agency and how they, quite successfully, strive for legitimacy in their tax collecting activities. Secondly, from fieldwork among a group of middle-aged Swedes and how they justify their purchasing work off the books – essentially tax-cheating practices. Sweden is a modern welfare society with citizens holding rational and secular values, yet trusting their government and fellow citizens. Sweden also has a high tax burden that is collected by one of its most revered governmental agencies – the Swedish Tax Agency - making it an interesting case studying tax compliance.

Developmental State Building: The Politics of Emerging Economies (Emerging-Economy State and International Policy Studies)

by Yusuke Takagi

This open access book modifies and revitalizes the concept of the ‘developmental state’ to understand the politics of emerging economy through nuanced analysis on the roles of human agency in the context of structural transformation. In other words, there is a revived interest in the ‘developmental state’ concept. The nature of the ‘emerging state’ is characterized by its attitude toward economic development and industrialization. Emerging states have engaged in the promotion of agriculture, trade, and industry and played a transformative role to pursue a certain path of economic development. Their success has cast doubt about the principle of laissez faire among the people in the developing world. This doubt, together with the progress of democratization, has prompted policymakers to discover when and how economic policies should deviate from laissez faire, what prevents political leaders and state institutions from being captured by vested interests, and what induce them to drive economic development. This book offers both historical and contemporary case studies from Japan, South Korea, Taiwan, Singapore, Indonesia, Malaysia, Myanmar, Ethiopia, Kenya, and Rwanda. They illustrate how institutions are designed to be developmental, how political coalitions are formed to be growth-oriented, and how technocratic agencies are embedded in a network of business organizations as a part of their efforts for state building.

Equity, Growth, and Community: What the Nation Can Learn from America's Metro Areas

by Chris Benner

A free ebook version of this title is available through Luminos, University of California Press’s new open access publishing program for monographs. Visit www.luminosoa.org to learn more. In the last several years, much has been written about growing economic challenges, increasing income inequality, and political polarization in the United States. This book argues that lessons for addressing these national challenges are emerging from a new set of realities in America’s metropolitan regions: first, that inequity is, in fact, bad for economic growth; second, that bringing together the concerns of equity and growth requires concerted local action; and, third, that the fundamental building block for doing this is the creation of diverse and dynamic epistemic (or knowledge) communities, which help to overcome political polarization and help regions address the challenges of economic restructuring and social divides.

The urge of capital: The root cause of the world’s deep contradictions – a Chinese perspective

by Eddy Wai Choi Lee

The author tries to address the issues of global poverty, environmental deterioration, increasing work pressure, economic crises, exacerbating wealth concentration and social inequality through the lens of Karl Marx, Fernand Braudel, Immanuel Wallerstein, etc. and provides an answer called “the urge of capital". By analyzing the problems in a systematic and holistic approach, the author illustrates how this urge created our world as we know today, and how it will continue to affect our everyday life as well as the future of humanity. Towards the end, a range of suggestions are also put forward to counter the destructive trend of capitalistic expansion, so as to achieve a more just, harmonious and sustainable world.

Public Debt, Inequality, and Power: The Making of a Modern Debt State

by Sandy Brian Hager

A free ebook version of this title is available through Luminos, University of California Press’s open access publishing program for monographs. Visit www.luminosoa.org to learn more. Who are the dominant owners of U.S. public debt? Is it widely held, or concentrated in the hands of a few? Does ownership of public debt give these bondholders power over our government? What do we make of the fact that foreign-owned debt has ballooned to nearly 50 percent today? Until now, we have not had any satisfactory answers to these questions. Public Debt, Inequality, and Power is the first comprehensive historical analysis of public debt ownership in the United States. It reveals that ownership of federal bonds has been increasingly concentrated in the hands of the 1 percent over the last three decades. Based on extensive and original research, Public Debt, Inequality, and Power will shock and enlighten.

Education and Skills for Inclusive Growth, Green Jobs and the Greening of Economies in Asia: Case Study Summaries of India, Indonesia, Sri Lanka and Viet ... Issues, Concerns and Prospects Book 27)

by Rupert Maclean

This book presents an overview of the main research findings and case studies concerning education and skills for inclusive growth, green jobs and the greening of economies. Focusing on India, Indonesia, Sri Lanka and Viet Nam, it discusses government and business sector responses to these issues and how Technical and Vocational Education and Training (TVET) systems and institutions are addressing both the renewal of curricula in the context of green growth dynamics, and patterns of training and skills development to meet demands. In addition, the book examines cross-country issues, concerns and prospects regarding education and skills for inclusive growth and green jobs for the four countries. These include critical themes and issues in the selected industry sectors triggering a demand for green jobs in the region; how industry is responding to those demands; areas impeding the transition from traditional to green practices; the importance of skills development; the role of TVET in addressing industry needs; and reasons for the slow response of TVET to green skills. While other studies conducted in Asia – and internationally - on the same topic have largely relied on secondary sources, this study conducted by the Asian Development Bank and the Education University of Hong Kong (ADB-EdUHK) is unique in that the findings, conclusions and recommendations reported on are based on primary data. As part of the study, TVET providers, business enterprises, policy makers and practitioners were surveyed using questionnaires and face-to-face interviews. In addition, workshops were held in each of the four countries to ascertain the views of key stakeholders in government, nongovernment organisations, members of the international development community, TVET providers and members of the business sector. The book also provides summaries of the case studies undertaken for India, Indonesia, Sri Lanka and Viet Nam.
